Why does the Safe Surfer for Windows installer get stuck on "Installing required frameworks"?

The Safe Surfer for Windows app installer might need to automatically download what's called a "runtime" package through the Microsoft Store app in the background. In specific situations, this can take a little while to download and might look like it's stuck when it's actually busy in the background doing work. This is normal, and might take anywhere between 1–3 minutes to download.
